Round One Denials
Thank you for your interest in the MN Promise Act Grant Program. We want to share more about how the denial process worked for Round One.
Why Some Applications Were Denied
Here are the main reasons why some applications were denied:
Eligible but Not Randomly Selected
Some applicants were eligible, but because there were more applications than money available, they did not get a grant this time. This page gives more details.
Flagged
Some applicants did not pass the ID check using Plaid.
Incomplete or Not Submitted
Some applicants did not finish their applications or did not send the changes required.
Ineligible by Geography
After checking documents, some businesses were found to be outside the eligible areas.
Ineligible by Revenue
After checking documents, some businesses made more than $750,000 in revenue, which was too high for this grant.

What’s Next
The PROMISE Act is a grant program with more than one round. In Round One, we had more applications than the money available, so only some applications moved forward based on a mix of preferences and random choice.
There is no way to ask for another review of an application for this round. This rule was set by DEED to keep the process fair. We made sure to review all applications carefully based on the program's rules.
