Who is Eligible for a Grant?

This initiative is designed to bolster the development and repositioning efforts of small businesses in Minnesota.

To be eligible for the MN PROMISE Act program in 2024 the applying business must meet three requirements: 

    • Is the business actively providing products or services to customers? Does the business plan to file business taxes this year?

    • Has your business been filing Federal and Minnesota business taxes since 2022 or earlier? The application will require the submission of two-years of tax returns; 2021 and 2022 or 2022 and 2023.

    If you answered yes to these questions, move to eligibility check #2.

    1. Which years of tax returns do you plan to submit? Business eligibility is based on the gross annual revenues on the earlier year of submitted tax returns. 2021, if submitting 2021 & 2022 or 2022, if submitting 2022 & 2023.

    2. What is the businesses annual gross revenue on the earlier year of submitted tax returns?

      • Here is some guidance on where to find your annual gross revenue on your tax return: IRS Revenue Reference Chart

      • For the loan program annual gross revenue must be $1,000,000 or less.

      • For the grant program, annual gross revenue must be $750,000 or less.

    Additional Requirement for Nonprofits: To be eligible, nonprofit organization must earn 10% or more of their annual revenue through a non-tax-deductible sales or dues in a fee-for-service model similar to for-profit businesses. Reference Link

    If you meet these requirements, move forward to eligibility check #3.
